These changes are expected to support housing supply and encourage more buyers into the market. While a positive step, further support—especially for first-time buyers—may still be needed. Buyers continued to benefit from strong negotiating power across most market segments last month, which contributed to lower benchmark and average prices compared to last year. However, if market conditions continue to tighten—as we saw in March—prices could begin to stabilize as we move through the rest of 2026.
